The Department of Science and Technology–Science Education Institute (DOST-SEI), in partnership with the National Consortium in Graduate Science and Mathematics Education (NCGSME) and the University of the Philippines Open University (UPOU), is now accepting applications for the Capacity Building Program in Science and Mathematics Education (CBPSME) 2026–2027. This program offers part-time PhD in Education scholarships with majors in Biology Education, Chemistry Education, Mathematics Education, and Physics Education—all delivered through UPOU’s distance education mode. 🎓 Scholarship Summary

  • Location: Philippines (UP Open University, Los Baños, Laguna – distance education mode)

  • Host Institution: University of the Philippines Open University (UPOU), in cooperation with DOST-SEI and NCGSME

  • Level: PhD in Education (part-time, distance learning)

  • Target Group: Filipino educators in Science and Mathematics

  • Fields of Study: Biology Education, Chemistry Education, Mathematics Education, Physics Education

  • Value & Coverage: Full tuition, monthly stipend of ₱19,000, allowances for learning materials, transportation, research, and health insurance

  • Duration: Up to 6 years (part-time study mode)

  • Application Deadline: 1 September 2025 (for AY 2025–2026 first semester intake)

  • Start Date: First Semester AY 2025–2026

  • Eligibility: Filipino citizens not more than 50 years old, with at least two years of Science/Math teaching experience

The CBPSME scholarship is designed to strengthen the capacity of educators in the Philippines to deliver high-quality Science and Mathematics education. Scholars will pursue a PhD in Education at UPOU with flexible distance learning, allowing them to balance work and study. The program emphasizes advanced training in pedagogy, research, and leadership in STEM education.

  • Mode: Distance education (online learning through UPOU Faculty of Education)

  • Duration: Maximum of 6 years (part-time)

  • Specializations: Biology Education, Chemistry Education, Mathematics Education, Physics Education

  • Research Component: Strong support for thesis/dissertation, research grants, and dissemination of research findings

  • Mentorship: Scholars will receive structured guidance from experts in STEM education through the NCGSME network




🎁 Scholarship Benefits

Successful CBPSME scholars will receive a comprehensive financial package, including:

  • Tuition and other school fees fully covered

  • Monthly stipend: ₱19,000

  • Learning materials & connectivity allowance: ₱10,000 per semester

  • Transportation allowance: One economy roundtrip fare per academic year (if studying outside home province)

  • Health coverage: Group accident and health insurance

  • Thesis/Dissertation allowance: ₱100,000

  • Research Support:

    • Research Grant – ₱253,000

    • Dissemination Grant – ₱150,000

    • Mentor’s Fee – ₱72,000

  • Incentives for early completion of degree requirements


✅ Eligibility Criteria

Applicants must meet the following:

  • Be a natural-born Filipino citizen

  • Not more than 50 years old at time of application

  • Be in good health and of good moral character

  • Pass UPOU PhD in Education admission requirements

  • Have at least two years of teaching experience in Science or Mathematics

  • Secure employer’s permission to study part-time (up to 6 years)

Additional Requirements:

  • DepEd Applicants:

    • Endorsement from Division Superintendent and Regional Director (Form 2A)

    • At least 5 years of service in DepEd

    • Minimum “Very Satisfactory” performance rating in the last 2 years

  • Non-DepEd Applicants:

    • Certificate of employment and Permit to Study (Form 2B)

    • Must not be a recipient of another scholarship

    • Willing to sign the Scholarship Contract
