If u are a passionate and high-achieving graduate from a developing country and aspire to pursue a fully funded Master’s degree in a strategic and globally connected country, the Malaysian Technical Cooperation Programme (MTCP) Scholarship 2025 is now open for applications. This prestigious opportunity is designed to strengthen South-South cooperation through education, capacity-building, and knowledge exchange. The scholarship is funded by the Malaysian Government and is specifically targeted at future leaders from MTCP recipient countries to study in Malaysia’s top public universities.

Location: Malaysia
Host Institutions: Public and selected private universities in Malaysia
Study Level: Full-time Master’s Degree (by Coursework)
Target Group: Citizens of MTCP-recipient developing countries
Fields of Study: All disciplines with preference given to priority areas (see below)
Funding: Fully funded (tuition, monthly allowance, airfare, and more)
Duration: 24–36 months (standard duration of Master's programs)

Eligible to: Applicants under 45 from MTCP-recipient countries with a strong academic background
🎓MTCP Scholarship Overview
The MTCP Scholarship is a flagship initiative of the Malaysian Government that reflects the nation’s commitment to promoting global development through knowledge-sharing and training. The 2025 edition is open to applicants wishing to undertake full-time Master's programs in Malaysia, starting in September/October 2025.
The MTCP is not just an educational opportunity—it’s a platform for cross-border learning, diplomacy, and development. Since its establishment in 1980, MTCP has provided training to thousands of participants from across the Global South.

The scholarship is available for study at over 20 Malaysian public universities, including prestigious institutions such as:
Universiti Malaya (UM)
Universiti Putra Malaysia (UPM)
Universiti Sains Malaysia (USM)
Universiti Kebangsaan Malaysia (UKM)
Universiti Teknologi Malaysia (UTM)
International Islamic University Malaysia (IIUM)
📚 Areas of Study
Priority will be given to the following areas of study:
i. Artificial Intelligence (AI);
ii. Cyber Security;
iii. Digital Transformation;
iv. Economy;
v. Engineering and Mathematics (STEM), Science, Technology;
vi. Food Security;
vii. Islamic Finance;
viii. Law;
ix. Public Administration and Policy Studies; and
x. Sustainable and Environmental Science.
🎁 MTCP Scholarship Benefits
Selected scholars will receive comprehensive support including:
Full tuition fee coverage for the entire study period
Monthly living allowance of RM 3,500
Return economy-class airfare (home country to Malaysia and back)
Medical insurance and claimable health expenses
Support for academic materials such as books and thesis preparation
Accommodation and placement assistance
Visa fee reimbursement
✅ Eligibility Criteria
Applicants must:
Be a citizen of an MTCP-recipient country
Be under the age of 45 at the time of application
Hold a Bachelor’s degree with a minimum CGPA of 3.0 or Second Class Upper (Honours)
Demonstrate English proficiency:
IELTS: minimum score of 6.0
TOEFL iBT: minimum score of 60
Or have completed previous studies with English as the medium of instruction
Be in good health and provide a valid medical report
Have an offer of admission from a Malaysian university for the September/October 2025 intake
