Fellowship Overview
The William and Hannah Penn Fellowship is a two-year program that places fellows in state agency policy offices, where they assist policy directors and agency leaders in executing Governor Shapiro's policy agenda. Each fellow works on an agency-specific project, gaining hands-on experience in public policy implementation. Throughout the program, fellows participate in leadership development training and have opportunities to engage with leaders from both the public and private sectors.
Participating Agencies and Projects
Fellows will be assigned to one of the following agencies, working on projects that align with Governor Shapiro’s policy priorities:
Department of Health (DOH): Updating regulations for ambulatory surgical facilities.
Department of Environmental Protection (DEP): Addressing environmental health issues, including PFAS contamination.
Department of General Services (DGS): Modernizing surplus property management with a focus on sustainability and digital transformation.
Department of Military & Veterans Affairs (DMVA): Enhancing organizational culture and employee engagement.
Department of Revenue (DOR): Exploring the integration of artificial intelligence in tax administration.
Pennsylvania Commission on Crime & Delinquency (PCCD): Supporting policy research for the Office of Gun Violence Prevention.
Department of Agriculture (AG): Advancing projects related to Pennsylvania’s food systems.
Department of Community & Economic Development (DCED): Developing toolkits to assist municipalities in updating land use and zoning regulations for housing development.
