  • Value & Coverage:

    • Tuition fees (up to €22,000)

    • Living expenses (country-based rates)

    • One-time allowance of €3,500 (visa, travel, insurance, study visits, materials)

  • Duration: Minimum 3 months – maximum 12 months

  • Application Deadline: 4 November 2025

  • Start Date: 2026–2027 academic year (studies must end by 1 March 2028)

  • Eligible to Apply: Nationals of Türkiye, EU member states, and IPA III beneficiary countries



📚 Scholarship Overview

The Jean Monnet Scholarship Programme was first launched in 1990–1991 and remains one of Türkiye’s most enduring EU projects. Its main objective is to:

  • Increase the number of experts specialised in EU-related fields,

  • Strengthen Türkiye’s administrative capacity in implementing the EU acquis,

  • Support the EU integration process through academic excellence.

Unlike many scholarships, JMSP is focused only on policy-based studies linked to the EU acquis. Applicants must choose one acquis chapter as their study field and pursue a programme directly relevant to it. Fully online or distance-learning programmes are not eligible.

Approximately 50% of awards are reserved for the public sector, 30% for universities, and 20% for the private sector, although quotas may shift to ensure full use of available funding.

✅ Eligibility Criteria

Applicants must:

  • Be a national of Türkiye, an EU member state, or an IPA III beneficiary country

  • Hold an undergraduate degree (or be a senior undergraduate student)

  • Have a minimum undergraduate CGPA of 2.70/4.00 or 70/100

    • OR have a graduate degree / at least 36 months of professional experience if CGPA is lower

  • Demonstrate foreign language proficiency in one or two official EU languages (valid certificates required)

  • Belong to one of the eligible groups (public sector, private sector, universities, students)


❌ Not Eligible:

  • Holders of previous Jean Monnet Scholarships

  • Those who already earned a graduate degree abroad with EU-funded scholarships

  • Distance-learning programme students outside Türkiye



📝Application Procedure

  1. Prepare Documents

    • Completed English application form (2026–2027 academic year)

    • Copy of ID card/passport

    • Valid language proficiency certificate(s) (TOEFL, IELTS, DELF, Goethe, DELE, etc.)

    • Undergraduate diploma & transcript (graduate diploma/work experience documents if applicable)

    • Sector-specific documents:

      • Public sector: Employer consent letter

      • Private sector: Employment letter/payroll & social security registration

      • University staff/students: Student certificate or employer consent letter

  2. Submission

    • Applications must be submitted in sealed envelopes by registered mail, courier, or hand-delivery to:

  3. Evaluation

    • Administrative eligibility check

    • Written exam (based on selected EU acquis chapter + EU–Türkiye relations)

    • Placement into EU universities with offer letters

  4. Placement & Contracting

    • Awardees must secure offers from at least two institutions in different EU countries

    • Scholarships are finalised with contracts signed with the Central Finance and Contracts Unit

Additional Information

  • No age limit applies, though employer institutions (esp. public sector) may impose restrictions.

  • Returning to Türkiye after study is encouraged but not contractually required.

  • Approx. 90% of the scholarship is paid upfront, and the remaining 10% upon successful completion of the programme.
