Applications are now open for this fully-funded program, which will take place from July 1–4, 2025, in Vilnius, Lithuania, and Riga, Latvia.
📝 Fellowship Summary
Location: Vilnius, Lithuania & Riga, Latvia
Host Institutions: Transparency International Lithuania & Open Government Partnership
Study Level: Mid- to senior-level professionals
Target Group: Professionals from Armenia, Moldova, Ukraine, and Georgia (civil society and media only in Georgia)
Fields of Focus: Anti-corruption, open government, public administration reform, data governance, information integrity
Funding: Fully funded for 7 fellows; includes program costs, international travel, local transportation (excluding visa and insurance), accommodation, and meals
Duration: 4-day intensive program (July 1–4, 2025)

📚 OGP Transparency Fellowship Overview
The OGP Transparency Fellowship is designed to foster a deeper understanding of open government principles and to equip participants with the tools necessary to promote transparency and accountability in their respective countries. The program includes:
Field Visits: Engage with government agencies, civil society organizations, and media outlets in Vilnius and Riga.
Workshops & Discussions: Participate in sessions on topics such as anti-corruption strategies, public sector ethics, innovations in public service delivery, data governance, and whistleblower protection.
Networking: Connect with a global community of experts and peers during Transparency School’s networking events.
Continued Engagement: Opportunities to remain involved with OGP initiatives and participate in global events post-fellowship.
🎁 Fellowship Benefits
Full Funding for 7 Fellows: Covers program costs, international travel, local transportation (excluding visa and insurance), accommodation (5 nights), and meals (breakfast & lunch from July 1–4, joint dinners on July 1 & 3).
Self-Funded Participation: Up to 3 additional participants may join on a self-funded basis at a cost of €2,250, covering all program-related expenses except international travel, visa, and insurance.
✅ Eligibility Criteria
Applicants must:
Be mid- to senior-level professionals working in government institutions, civil society organizations, or media.
Reside in Armenia, Moldova, Ukraine, or Georgia (note: in Georgia, only civil society and media representatives are eligible).
Have experience in fields related to anti-corruption, open government, good governance, or public administration reforms.
Demonstrate a commitment to applying their learning to further transparency and accountability in their institutions, countries, or regions.
Possess strong English-language skills, as all sessions will be conducted in English.

Curriculum Vitae (CV): Up-to-date and in English.
Motivation Letter: A letter (maximum 500 words) detailing your current role, reasons for applying, how your work advances transparency, and how you plan to apply the knowledge gained.
Indicate Funding Needs: Specify whether you require funding to participate or can attend on a self-funded basis.
Confirm Compliance: Agree to the program's cancellation policy, privacy policy, and health & safety protocols.
