✅ Eligibility Criteria
To be considered for the Romanian Government ARICE Scholarship 2026, applicants must meet the following conditions:
Be a foreign citizen from outside the EU and EFTA; citizens of EU or EFTA member states are not eligible
Not be a Romanian citizen or belong to historical Romanian communities near Romania
Not have applied for or be under any form of protection in Romania
Not be a stateless person permitted to stay in Romania
Not be a member of a diplomatic or consular corps or an international organisation represented in Romania, nor a family member thereof
Not have already received a Romanian state scholarship for the same cycle of studies
Not hold a long-term residence permit in Romania
Submit a complete application by the deadline
Meet the entry requirements for the requested level of study (Bachelor's, Master's, or PhD)
For a doctoral scholarship, obtain the agreement in principle of a scientific coordinator; admission is also conditional on passing the entrance exam GreatYop
Language requirement: Selected candidates who do not know the Romanian language are entitled to a preparatory year prior to the requested academic level. Students who declare knowledge of Romanian must pass a Romanian language test according to Romanian law, or submit a Romanian language certificate certifying a minimum level of B1, or Romanian study documents proving at least four years of studies in a Romanian education institution.

Registration fees: Exemption from all application processing and registration fees
Tuition fees: Full coverage for the Romanian language preparatory year and for the main degree programme
Monthly stipend: A living allowance granted throughout the preparatory year and during Bachelor's, Master's, or PhD studies
Accommodation: Financing of accommodation expenses in student dormitories
Medical assistance: Coverage for medical-surgical emergencies and diseases with endemic-epidemic potential
Transport: Coverage for local public transport (ground, naval, and underground) as well as domestic car, railway, and naval transport
📁 Application Documents Required
Applicants must prepare and submit the following documents, all translated into Romanian, English, or French where applicable:
Completed application form (download from the official ARICE website)
Letter of recommendation
Photocopy of academic diplomas (high school diploma, Bachelor's, Master's, or Doctorate, as applicable) with legalised translation
Academic transcripts, authenticated by the competent authorities of the issuing country, with legalised translation
Signed Annex 3 — a declaration that the applicant has not previously received a Romanian Government scholarship for the same level of study
Birth certificate — photocopy with legalised translation
Curriculum Vitae (in Romanian, English, or French)
Original medical certificate with legalised translation, issued within 90 calendar days before submission
Identity card — photocopy with legalised translation
Copy of the first two pages of a valid passport (must remain valid for at least 6 months after the start of the study programme)
Two recent passport-style photographs
For PhD applicants only: Agreement in principle from the intended scientific coordinator
📝 How to Apply
Applications must be sent electronically as scanned PDF files only to burse2026@arice.gov.ro. Original documents are required later only from selected candidates at their host institutions. Incomplete files or submissions after the deadline will not be considered.

Download the required forms — including Annex 1, Annex 2, Annex 3, and the main application form
Prepare, scan, and organise all supporting documents into a PDF package

🏆Selection Process and Results
The ARICE selection committee reviews submitted files and announces results of the intermediate selection stage by 15 September 2026, on the official ARICE website in the Scholarships section. The final decision is then made by the Ministry of Education and Research, and successful candidates receive Letters of Acceptance or Enrolment Orders in time for the start of the academic year. Results are published on the ARICE website and communicated directly to selected candidates via email
